Is it allowed to carry passengers in a towing bus?

الشرح

Passengers may remain in a bus that is doing the towing because it remains the powered lead vehicle rather than the vehicle being pulled. The mere presence of a coupled vehicle therefore does not impose a blanket passenger ban on the towing bus.
