Is it allowed to transport passengers on a towed bus when towing with a rigid or flexible hitch?

الشرح

Passengers may not be carried in a bus while that bus is being towed. A rigid hitch controls the connection between the vehicles, but it does not create an exception allowing people to ride in the towed bus.
