For which classes of amateur radio licenses does the FCC currently issue new licenses?

Novice and Advanced grants are closed to new applicants and Technician Plus was folded into Technician, so only three classes are still issued. Existing Novice and Advanced licensees may still renew, which is a different thing from a new grant.
