Over-deviation means the audio driving the FM modulator is too strong, pushing the frequency swing beyond the channel's limit and splattering into adjacent channels. Backing off from the microphone lowers the audio level and brings deviation back within limits; talking louder or raising power would make it worse or leave it unchanged.
