An SWR of 4:1 means the load impedance differs from the line impedance by a factor of about four, so the match is poor. The reflected power fraction is ((4−1)/(4+1))² = 0.36, about 36 percent of the forward power returned, and SWR is not a decibel gain or loss figure at all.
