The patrol vehicle using a blue beacon and the special audible signal is allowed through before the ordinary traffic. The blue car is signalling a left turn across the path of the red and green cars coming toward it, so it must wait while both continue straight and therefore passes after every other vehicle shown. A turn signal announces an intended manoeuvre but grants no priority, so it cannot justify an earlier move.
