The eastern state remained Roman in law and title, but the people who paid its taxes and staffed its offices mostly spoke Greek, and administration followed the language actually in use. Latin draws most of the wrong answers, because it had been the empire's older language of law and remained the language of church and scholarship in the west, yet it faded out of eastern government.
