Cotonou is Benin's largest city and the main seat of government. Which city is the constitutional national capital?

Erklärung

Porto-Novo is Benin's constitutional capital, which is the role the question asks about. Cotonou hosts most government activity and is larger, but those functions do not erase Porto-Novo's constitutional status.
