A Pacific itinerary calls for Vanuatu's national capital rather than the major town of Luganville. Where should it go?

Explicación

Port Vila is Vanuatu's national capital and therefore fits the itinerary. Luganville is a major town, but that local importance does not give it the country's national-capital role.
