Any FCC-issued amateur license suffices, because the rule asks only that the apparatus be under the physical control of a person named in an amateur station license grant. There is no marine or aircraft endorsement in the amateur service, no minimum operator class for this purpose, and a radiotelephone operator permit is a different service.
