What determines the PEP-to-average power ratio of an unprocessed single-sideband phone signal?

The ratio is set by how peaky the talker's waveform is: the individual voice, its syllable rhythm and its crest factor determine how far the average falls below the peaks. Carrier suppression and amplifier gain move the whole signal level up or down without changing the shape of the envelope, so they leave the ratio unchanged.
