A variable reactance in an oscillator changes the carrier's instantaneous frequency, but at an RF amplifier stage it changes the phase shift through the stage and therefore produces PM. Indirect FM instead drives a phase modulator with an integrated baseband signal; it is not formed by converting PM in a later stage.
