SSB dominates HF voice because it fits a usable voice channel into roughly 3 kHz and puts all of the transmitter output into the part of the signal that carries information. FM needs far more bandwidth than a crowded HF band can spare, and full double sideband with carrier spends most of its power on redundancy.
