Safety questions become easier when you name the hazard first. RF heating, branch-circuit overcurrent, current leaking to ground, stored high voltage, lightning, tower work, combustion exhaust, and lead residue each have a different controlling mechanism.

Match the control to the energy path

RF energy can heat body tissue. Exposure limits are based on what reaches people, not merely on transmitter output, so an evaluation considers power density, frequency, antenna pattern and where people can be. The limits use an average over a defined period. Duty cycle is the fraction of that period spent transmitting: reducing that fraction reduces the average contribution of a given peak power. The exemption criteria are alternative routes through the rules; a station must be evaluated only when it qualifies under none of the applicable criteria. If the result identifies accessible excessive fields, the remedy is to change the exposure or access, not to collect permission from a neighbor.

Choose measurement tools by the quantity required. An absolute RF field result needs a field-strength instrument and antenna with known calibrated responses. A receiver or SWR meter may compare relative signals or conditions on a feed line, but it cannot produce a traceable field value. For an indoor radiator, closeness makes occupied areas the controlling locations; placement tricks that do not demonstrate compliance do not settle the question.

In AC wiring, a breaker or fuse protects the conductor from overheating, so it is placed in the ungrounded conductors and sized for the wire. A GFCI asks a different question: does all current leaving on the hot path return on the intended neutral path? A mismatch means some current has taken another route, so the device opens. A power-supply interlock addresses yet another hazard by removing dangerous voltage when an enclosure is opened; stored capacitor energy must be treated as present even after ordinary power is switched off.

Lightning protection keeps the surge route outside. Arrestors belong at the point where feed lines enter and connect to the grounding electrode system. Separate electrodes can rise to different voltages during a strike, so every station, service, and lightning ground is bonded into one system. On towers, engineered fall protection must be within its rating and service life, and powered circuits are de-energized, locked, and tagged before climbing. Combustion generators need ventilation because their exhaust can accumulate carbon monoxide; lead-bearing solder calls for hand washing so residue does not reach food.
