Is it permitted to drive on a marked path when reversing traffic lights are turned off?

When reversible-lane signals are switched off, the lane marking alone does not authorize entry into the reversible lane. Overtaking and the absence of oncoming traffic do not create an exception, so crossing into that lane remains forbidden.
