The summary is what makes the next step productive in any format: it separates the settled part from the genuinely open question, which is often smaller than the thread suggests. Escalating (option 3) discards the participants' own knowledge and settles the question by authority while a resolvable disagreement is still open. Waiting (option 4) leaves the decision blocked and the summary unwritten.
