Commission-rules questions often place a familiar permission beside one narrow exception. Before comparing answers, name the scope: operator class, band segment, emission, control method, and any shared-service condition. The narrowest applicable rule decides the transmission.
Build the authorization in layers
Start with frequency privileges. A General license covers all of 160, 60, 30, 17, 12, and 10 meters, but has class gaps on 80, 40, 20, and 15 meters. On 40 meters, General privileges cover 7.025–7.125 MHz and resume at 7.175–7.300 MHz. Where the General voice allocation is narrower than the full phone segment, it occupies the upper-frequency portion. Convert units before placing a frequency: kilohertz divided by 1,000 gives megahertz.
Next test the emission. Authorization to use a frequency does not authorize every mode there. Thirty meters is limited throughout to RTTY and data, excluding phone and image. CW is different: it may be used anywhere the control operator may transmit. Then apply any operating-purpose rule. A beacon exists to observe propagation and reception, and only one beacon in a band may transmit from one station location at a time.

Finally separate permission from procedure. A Technician who has passed the General element may use the upgraded privileges while the CSCE is valid, identifying with AG when actually using them until the database shows the upgrade. An automatically controlled digital station outside the designated automatic segments may answer a contact but may not initiate one. For third-party traffic, remote control does not create an extra prohibition; automatic control is the category that needs separate attention.
Where the options try to move the boundary
- Swapping the class-gap bands with edge-to-edge bands. Distractors mix 60, 30, 17, 12, 10, and 160 meters into the list; the General gaps occur only on 80, 40, 20, and 15 meters.
- Treating 30 meters like an ordinary HF voice band. Its full allocation is RTTY and data, so neither phone nor image becomes lawful merely because the frequency is otherwise available.
- Applying every reduced power figure everywhere. The 200 W value belongs to 30 meters, the beacon ceiling is 100 W, and spread spectrum is limited to 10 W; absent a special limit, the ordinary ceiling remains 1,500 W PEP.
- Turning secondary status into a schedule, emergency-only privilege, or logging duty. It is an interference hierarchy: protect the primary service and accept its interference.
- Letting geography follow the keyboard. Rules attach to the transmitting station: a U.S. station remotely controlled from abroad remains under FCC authority, while a station transmitting in another country follows that country's rules.
- Inventing approval before experimentation. A new digital protocol needs publicly documented technical characteristics so its meaning is not obscured; it does not first require equipment certification, an experimental license, or a rulemaking petition.
