Explication

The blue square sign with an upward arrow marks a one-way road; it is not the round mandatory-direction sign that would require the driver to continue without turning. At the intersection the driver may proceed onward or turn to either side, but may not make the depicted U-turn because that would enter the one-way road against its permitted direction.
