What does the car driver's hand signal tell you about?

Raising an arm upward warns other road users that the driver is slowing or stopping. This differs from turn gestures: an arm held straight out sideways indicates a turn toward that side, while a sideways arm bent upward at a right angle indicates a turn toward the opposite side. Because the arm here rises directly from the window rather than extending sideways first, it is not the gesture for a turn toward the passenger side.
