Under the national rules, what is the minimum age for applying for a New Zealand car learner licence?

Explication

A person can apply for the first class 1 licensing stage from age 16 because that is the national entry age for the car pathway. Being 15 years and 6 months old is not enough, even if the applicant has already studied the road rules.
