Which city is the provincial capital of Buenos Aires Province rather than Argentina's national capital?
Explication
La Plata is the capital of Buenos Aires Province, which is a subnational role. Buenos Aires city is Argentina's national capital, so answering it would confuse the national and provincial levels named in the prompt.
