A Denmark travel plan needs the national capital rather than the major city of Aarhus. Which city belongs on it?

Explication

Copenhagen is Denmark's national capital and therefore belongs on the travel plan. Aarhus is a major Danish city, but its size and importance do not give it national-capital status.
