Auckland is New Zealand's largest urban centre. Which city is the national capital instead?

Explication

Wellington is New Zealand's national capital, while Auckland has the larger urban-centre role. Auckland's size makes it a believable distractor, but size is not the criterion that assigns national-capital status.
