Schaan is Liechtenstein's most populous municipality. Which less populous municipality is the national capital?

Explication

Vaduz is Liechtenstein's national capital despite having fewer residents than Schaan. Schaan's population lead makes it a plausible answer, but municipality size does not confer capital status.
