Quezon City is the Philippines' most populous city. Which city within the same metropolitan region is the national capital?

Explication

Manila is the Philippines' national capital, while Quezon City has the greater population. Both are within Metro Manila, but sharing a metropolitan region does not transfer the national-capital role.
