Chaguanas is more populous than Trinidad and Tobago's national capital. Which city holds the capital role?

Explication

Port of Spain is Trinidad and Tobago's national capital despite Chaguanas having more residents. Chaguanas is the strongest population-based distractor, but a larger population does not confer capital status.
