Sporadic-E is strongly seasonal, peaking in the weeks around the local summer solstice with a weaker secondary maximum near the winter solstice, so the solstices — and the summer one in particular — are the answer. The equinoxes favour F-region long-distance propagation rather than sporadic-E.
