Are public vehicles in populated areas allowed to occupy the leftmost lane of a road that has 3 or more lanes in one direction?

A public vehicle may enter the far-left lane on a road with at least three lanes in one direction when positioning for a left turn or a U-turn. Ordinary overtaking does not create the stated exception, and route status does not permit continuous use of that lane.
