If the arms of the traffic constable are outstretched to the sides or lowered, the movement of non-rail vehicles is allowed:

When the controller holds both arms sideways or lowers them, non-rail vehicles approaching from either side may continue ahead or make a right turn. Vehicles facing the controller's chest or back must stop, so those approaches do not gain a right-turn exception.
