Which driver is allowed to cross the solid marking when making a stop?

A solid edge marking may be crossed for a stop only from the carriageway side to a usable roadside area. The path drawn from your car enters the hatched exclusion area, while the oncoming driver's path reaches the roadside without crossing that excluded surface.
