Fertilisation is the union of two sex cell nuclei, and in a flowering plant that union takes place deep inside the ovary once material from the pollen has travelled to an ovule. Pollen settling on the receiving surface is only the delivery step and can happen without any union following, so arrival and union are not the same moment at all.
