Use the be-passive form of the verb in brackets: The costumes ___ when the photographer arrived. (steam)

Բացատրություն

Were being steamed is correct because costumes is plural and the work was in progress at the specified past moment. Were been steamed would misuse been and fail to build a continuous passive.
