The electric and magnetic fields of a plane wave are perpendicular to each other and to the direction of travel. “90 degrees out of phase” describes a relationship in time rather than an orientation in space, and in a plane wave travelling through a lossless medium the two fields are in fact in time phase, rising and falling together.
