Extra-class rule questions often hide the controlling boundary behind familiar words. Before comparing options, classify the issue: occupied spectrum, agency authority, examination role, station responsibility, or prohibited conduct. Then apply the rule to the whole act described, not merely to the label that sounds closest.
Five boundaries that settle the question
For a frequency question, sketch the emission around the displayed carrier. USB occupies spectrum above the carrier and LSB below it, so every component must remain inside both the amateur band and the segment authorized for that emission. For an authority question, identify the body and the legal instrument before considering procedural details. For a role question, follow the action: who maintains or coordinates, who administers, and who finally grants authority are separate actors.

Use the same discipline for definitions and exceptions. A definition normally contains two or more required conditions; an option that supplies only one is incomplete. An exception is narrow: keep the general rule in place unless the facts match the named route out. Conversely, a procedural detail from another service, agency, or organization does not become an amateur rule merely because it sounds prudent.
Where the distractors pull you
- Trusting the display instead of the emission. Choices place an LSB carrier at the band edge or only a few hundred hertz above it, and declare a phone signal legal because the displayed frequency lies in the phone segment. Draw the sideband before deciding.
- Treating one mitigation as the rule. A repeater that harms a primary radiolocation system is not automatically cured by lowering its radiator above terrain, and an aviation notice is unrelated; operation must cease or be changed until the harmful interference is removed.
- Swapping regulatory domains. The airport question attracts environmental filings and local construction permits, while PRB-1 attracts private association covenants and FAA limits. First ask which authority the cited rule actually governs.
- Collapsing VEC, VE, and FCC into one role. Distractors have the FCC write question pools or accredit examiners, have a VEC grade a completed test, or send a successful application straight to the Commission. Follow the document and the duty one step at a time.
- Making a prohibition broader or narrower than Part 97. Distractors invent small-dollar safe harbors, an absolute ban on messages to businesses, content bans based on politics, religion, language, email, or third-party traffic, and a permission to encode merely because a mesh network is used.
- Requiring an Earth station to carry a course credential or a minimum operator class. Any amateur station may serve in that role, while each actual transmission remains limited by the responsible control operator's own privileges.
