According to the Law of the Republic of Armenia "On Ensuring Road Traffic Safety", international driving licenses for "A" and "B" category vehicles can be issued:

An international driving license for category A or B vehicles may be issued only after the applicant has turned 18. Applicants aged 16 or 17 remain below that threshold even if other licensing requirements have been met.
