According to the Law of the Republic of Armenia "On Ensuring Road Traffic Safety", an international driver's license for "C" category vehicles can be issued:

Issuance of an international driving license for category C vehicles requires the applicant to have reached 21 years of age. Reaching 18 or 20 is therefore insufficient for this category, even though different thresholds may apply elsewhere.
