Amateur stations are not exempt as a class; the rules exempt an RF source only if it meets a stated criterion, and the lowest of those is a maximum time-averaged power of 1 mW regardless of separation distance. Practically every amateur transmitter is above that figure, so the exposure rules apply. Note that the pool wording is a simplification: a source above 1 mW may still be exempt under the separation-distance and ERP criteria in the same rule.
