Sounding the horn is permitted whenever it is necessary to prevent a road accident, regardless of whether the vehicle is inside or outside a populated area. The separate permission to warn of an intended overtake applies only outside populated areas, so using that warning within one is not allowed and combining the two situations is too broad.
