Explanation

The disabled car obstructs the truck's half of the two-way road, so the truck must move around it by entering the opposing side. A driver whose side is blocked must yield to oncoming traffic before passing the obstruction; the disabled car's hazard lamps do not transfer that duty to the approaching driver.
