These questions test three different ideas: who may drive, which papers belong to the vehicle, and which vehicles a category B licence covers. Solve them by naming the purpose of the requirement before choosing a document, age or weight.
Separate the driver from the vehicle
Driving entitlement belongs to the person. At a roadside check, a current driving licence establishes that entitlement, with defined official digital or temporary substitutes available in limited circumstances. Registration belongs to the vehicle, so the registration certificate travels with the car even when the person at the wheel is not its owner. Insurance is another vehicle duty. Since 1 April 2024, officers checking a France-registered vehicle normally consult the national insurance database instead of asking for a paper green card. That procedural change removed a paper-proof requirement; it did not remove the obligation to insure the vehicle.
| Question to settle | Rule to apply |
|---|---|
| May this person drive? | Establish that the driver has current driving entitlement. |
| Which car is being driven? | Use the registration certificate for that vehicle, regardless of who owns it. |
| Is a France-registered car insured? | The duty remains, while roadside verification is electronic. |
| Does the car fit category B? | Check both passenger capacity and permitted gross weight. |
| May a short-stay visitor use a foreign licence? | Check validity, length of stay and whether a French translation aid is required. |
For the basic category B boundary, keep the conditions together. The minimum licensing age is 17 under the current rule. The vehicle may have no more than eight passenger places in addition to the driver and may not exceed 3.5 tonnes permitted gross weight. A suitable passenger count does not rescue a vehicle above that weight boundary. For a short-stay visitor with a non-British licence from outside the EU or EEA, a stay under six months does not by itself trigger an exchange. The licence must remain valid; if it is not in French, it needs an international driving permit or an official translation. Immigration papers do not take the place of driving entitlement.
Common confusions
- Using the owner's personal licence, a maintenance receipt or a purchase contract as the vehicle record. The roadside vehicle check points to the registration certificate.
- Continuing to demand a paper green card for every France-registered insured car, or making that paper depend on ownership or trip length. Officers use electronic verification.
- Using the former category B age of 18. The current minimum is 17.
- Assuming a visitor must exchange a qualifying short-stay licence after one month, or that a visa replaces it. Apply the validity, language and stay rules instead.
