Driving documents: choose the route, then the earlier end date

These questions ask you to make two separate decisions: whether the driver has a document combination recognized by the notice, and whether that combination is still within its usable period. Work in that order. A document that is current but belongs to the wrong route does not qualify, while a document from the right route can still have reached its earlier time limit.

First gate: identify the document route

Sort the driver's papers into one of three routes. The direct route is a current Japanese driver licence. The international route uses an international driving permit issued under the 1949 Geneva Convention on Road Traffic; the notice directs drivers from Canada and the United States to this route. The listed-foreign-licence route is limited to licences issued in Switzerland, Germany, France, Belgium, Monaco, or Taiwan, and requires a Japanese translation prepared by the issuing country's consulate or an entity designated by Japan's National Public Safety Commission. If the facts do not complete one of those routes, stop: extra identity papers do not fill the missing driving-document requirement. For example, a Canadian domestic licence on its own is not enough under this notice.

Second gate: find the earlier boundary

For a time-limited foreign-document route, write down two dates: the end of the ordinary one-year period measured from arrival, and the document's printed expiry. The usable period ends on the earlier date. A later expiry cannot lengthen the arrival-based period, and time remaining in that period cannot revive a document that expires sooner. A translation confirms the listed-licence route; it does not start a fresh clock. Keep the method within the ordinary arrival case stated by the notice. It does not decide re-entry, residence-status, renewal or other edge cases that the notice leaves unstated.

Then check shared responsibility

The driver's status is not the only decision. The notice also warns about knowingly enabling unlicensed driving. Someone who knowingly supplies a vehicle to an unlicensed driver, or rides with that driver, can face heavy penalties. Keep this as a separate participation check after you decide whether the driver qualifies.
