Speed and space: build the controlling boundary

Speed and safe-space decisions are not solved by recalling the largest number on the page. Identify the road boundary, keep the posted maximum tied to its segment, then reduce speed or increase space for the actual situation.

Work from the road to the immediate hazard

Start with the road. Unless another maximum has been lawfully set, a highway within a local municipality or within a built-up area has a 50 km/h default. Those are the controlling location predicates; a road merely looking open does not create a different branch. A posted replacement governs the segment where it appears. Some identified sections carry 110 km/h signs, but that does not make 110 a general motorway default or let surrounding traffic choose the maximum.

A maximum is not a required pace. At night or in rain, snow, fog or another visibility loss, reduce speed until the vehicle can stop within what the driver can see. In ideal conditions, the minimum following interval is two seconds; measure time rather than assuming one fixed distance works at every speed. When passing a cyclist, maintain at least one metre where practical. Moving to another lane is the preferred passing path whenever that can be done.

For a stopped school bus, test each predicate separately. Flashing overhead red lights or an activated stop arm creates a stop duty. Opposing traffic is exempt only when a median separates it from the bus. A driver coming from behind stops at least twenty metres back. The red-light branch continues until the bus moves or those lights stop flashing. The stop-arm branch continues until the bus moves or the arm is no longer activated. One signal ending does not cancel the other while it remains active.
