Documents and licences: check authority in layers

These questions test whether a person has current driving authority, whether a document covers the vehicle, and whether the required proof can be produced. Work through those checks separately instead of collapsing them into one fact.

Build the authority chain

Begin with status. Ask two independent questions: does the licence cover the vehicle, and is the entitlement currently in force? A suspension changes the second answer, so possession alone does not establish current authority. Next check the document duty. A driver carries the qualifying licence, permit, recognized foreign licence or authorized substitute and presents that document when a police officer lawfully asks to see it. Recalling a number or promising to produce proof later is a different act. Age is another independent gate. For an ordinary private car, the minimum age for obtaining the licence is 18.

Vehicle scope needs the same layered reading. Class II ordinary includes passenger cars, motorized bicycles, buses with no more than 10 seats, trucks with no more than four tonnes of load capacity, and qualifying special vehicles with no more than 3.5 tonnes gross weight. The light special-vehicle allowance expressly leaves out recovery and towing vehicles, so weight alone cannot settle the class. For a qualifying foreign permit or mutually recognized foreign licence, the national time window is one year from entry. The document does not enlarge its own category markings, so time and vehicle coverage must both be satisfied.
