These questions ask you to distinguish lookalike nouns and verbs by both grammar and meaning. The safest method is to identify the job of the missing word before relying on its spelling or sound.
Find the grammatical slot and the intended action
Look for a determiner, adjective or possessive before the gap: these often introduce a noun. Look for a modal such as can or must, the marker to, or a subject needing a predicate: these often introduce a verb. Then check the precise meaning, especially with affect and effect, because effect can also be a formal verb.
