These questions deliberately contrast political status with population, fame or economic importance. Read the requested role first, then retrieve the capital pair without letting the best-known city take over.
Use a role-first decision
Make two mental labels: CAPITAL for the seat or formally named city, and LARGEST for population rank. They can point to different places. If the wording adds current, constitutional, federal city, administrative, royal or legislative, keep that qualifier attached; it decides which political role is being requested.

A useful story is that capitals often preserve or acquire a political role while another city grows larger. That explains why Toronto does not displace Ottawa, Istanbul does not displace Ankara and Auckland does not displace Wellington. It also explains why a former capital can remain more famous after the political role moves elsewhere.
